INTRODUCTION TO NORTHERN CAPE
 Bordering the cold Atlantic Ocean, Northern Cape is a
province of extremes: the lowest and highest temperatures
in the country, the lowest rainfall, the smallest population
(2% of the total population of South Africa) and the lowest
population density (2,0 persons per square kilometer –
compared to 375 people per square kilometer in Gauteng).
But the surface area (361 830 square kilometers) is the
largest of the nine comprising 30 % of the total area of the
country (1 219 090 square kilometers).
 36% of the population are under the age of 15 and 4% over
the age of 65.
 Approximately 79% of the entire adult population (aged 20
years and older) of Northern Cape do not have Standard 10.
 23% (almost 1 in every 4) of the black population in the
Northern Cape have no formal education at all.

KIMBERLEY WAS FOUNDED IN 1870 AFTER THE DISCOVERY OF DIAMONDS AND IN 1887 DE BEERS
CONSOLIDATED MINES LTD ASSUMED CONTROL OF ALL THE DIAMOND MINES

A TRENDSETTER IN MANY WAYS, KIMBERLEY CAN BOAST THAT IT WAS THE FIRST CITY IN THE
SOUTHERN HEMISPHERE TO INSTALL ELECTRIC STREET LIGHTING AND THE FIRST IN SOUTH
AFRICA TO SWITCH TO AN AUTOMATIC EXCHANGE, AND THAT IT HOUSED THE COUNTRY’S FIRST
STOCK EXCHANGE.

OUR BIGGEST TOURIST ATTRACTION BEING THE BIG HOLE WHICH IS 1.5KM IN CIRCUMFERENCE
AND ABOUT 365M DEEP, WAS THE RICHEST DIAMOND YIELDING MINE UNTIL IT CLOSED IN 1915.

THIS FARM A PIT (VEIN) WITH PERMANENT FRESH WATER WAS DISCOVERED AND IT
PROVIDED WATER TO THOUSANDS OF SHEEP, THUS THE NAME DE AAR

DE AAR IS SITUATED IN THE KAROO WHICH IS FAMOUS FOR THE BEST SHEEP FARMING IN
THE WORLD AND THEREFORE DE AAR CONTRIBUTED TO THE CONNECTION BETWEEN TRADE
AND TRANSPORT IN MANY PARTS OF THE COUNTRY.
•
THIS TOWN USED TO BE THE 2ND BIGGEST RAILWAY JUNCTION IN SOUTH AFRICA BUT DUE TO
THE INCREASE IN ROAD TRANSPORT, THE LIME LIGHT OF THE TOWN IS NO LONGER, THUS
THE HIGH PERCENTAGE OF POVERTY.
•
THE TOURISM ATTRACTION FOR THIS TOWN IS THE GARDEN OF REMEMBRANCE, HOUSE OF
OLIVE SCHREINER AND THE KHOISAN ROCK ENGRAVINGS.
•
DE AAR IS THE POOREST REGION/ DISTRICT IN THE PROVINCE WITH ECONOMIC GROWTH
AVERAGING 1% OVER THE PAST 5 YEARS, WHICH IS BY FAR LOWER THAN THE PROVINCIAL
AVERAGE GROWTH OF 2% OVER THE SAME PERIOD.
•
THE TOWN’S POOR PERFORMANCE IN THE ECONOMY IS DUE TO THE HIGH LEVELS OF
UNEMPLOYMENT AND POVERTY.
•
THE POPULATION IS MADE UP OF THE WHITES, COLOUREDS, SOTHO AND XHOSA AND OF
WHICH MOST PEOPLE PREFER TO SPEAK AFRIKAANS AND / OR XHOSA
STATE OF OFFICE
OFFICE SITUATED IN THE CBD AND IS ACCESSIBLE TO THE PUBLIC.
ENTRANCE OF OFFICE IS HOWEVER NOT DISABLE FRIENDLY AND OWNER
WORKING ON ISSUE IN CONJUNCTION WITH MUNICIPALITY.
ABLUTION FACILITIES ARE VERY AWKWARD NOT USER FRIENDLY, AS IT NEEDS
TO BE REACHED BY STAIRS AND AT TIMES EMBARRASSING BECAUSE
ALTHOUGH SEPARATE FACILITIES ARE AVAILABLE FOR GENDER GROUPS THE
SAME MAIN ENTRANCE TO THE FACILITY HAS TO BE UTILIZED. NO ABLUTION
FACILITIES ARE AVAILABLE TO MEMBERS OF THE PUBLIC.
OFFICE SPACE WILL BE TOTALLY INADEQUATE WITH THE ENVISAGED NEW
IMMIGRATION ESTABLISHMENT AND SHOULD THE CIVIC SERVICES
ESTABLISHMENT ALSO BECOME OPERATIONAL.
LEASE WAS RENEWED 31 DECEMBER 2005 WITH CONDITION THAT OWNER
WOULD BE IN A POSITION TO AVAIL ADDITIONAL OFFICE AS SOON AS NEED

OUTREACH PROGRAMMES
•
The province received mobile unit trucks per office which have been used, for instance, for the first
time in the Platfontein Project in February 2006 to register Xhu and Khwe communities.
•
In March 2006 three (3) of these mobile trucks were successfully deployed at National Council of
Provinces (“NCOP”) March 2006 “Taking Parliament To The People” in Kgalagadi, an event that lasted
for a week.
•
At Kimberley Regional Office, during the 2006 Valentines Day the office had a mass marriage
ceremony of a total of 80 persons who responded to the invite which coincided with Deputy Minister’s
initiative to marry couples at Robbin Island. The success of the Kimberley regional Office was due to
officials’ organisational abilities and more notably personally funded the event gifts and beverages for
the couples and guests.
•
House visits are intend to target specifically the bedridden or elderly applicants. Kuruman District
Office , had a joint registration campaign with the Department of Social services in Dibeng. Door to
door visits were conducted to showcase children’s birth certificates for social grants registration, as
well as house visit for elderly people and people living with HIV and Aids, disabled with request from
the Community Development Workers (CDW). An active House Visit Programmes, for instance in
Kimberley Regional Office, resulted in a total of 78 house visits in 2005, and such visits are inclusive
of greater Kimberley Area and Griekwastad, Hopetown as well as Windsorton.
•
The province,actively participates in national programmes / activities initiated by other government
departments for an example “Public Service Week” initiated by DPSA, wherein the offices delivered
one stop service under a tent. On 21 March 2006, (Human Rights Day) the Province also participated
in an Imibizo at Douglas as part of the Provincial Integrated Forum.
•
Outreach Programmes include office staff who dedicated mornings to volunteer Homes for
abandoned children as well as to give donations.
•
During June/July 2006 the Province will launch a comprehensive schools ID Campaign Project. This
will be done in collaboration with the Provincial Department of Education.

The document were developed on EXCEL specifically to be able to sort the information according to date of birth or identity number when the applicant is
infront of you or whilst over the phone instantly
The register is openened with a page per alphabet letter in order to simplify the update of the database in the event of an enquiry
The following up of progress and updating of the register is delegated to a specific official (s) in the office in order to ensure continuity
Manual file (s) is availed to all other staff that liase with clients (eg. the supervisor, processing unit etc.). The files are then handed to the responsible
official at the end of each working day in order to update the electronic database.

MANUAL FOR ACKNOWLEDGE OF RECEIPT FORMAT
All types of applications forwarded to head office should have a completed copy of the format enclosed to it.
The format is completed in triplicate (one remain in office and two forwarded to Head Office)
One of the two copies forwarded to Head Office is to be kept by the relevant directorate and the other returned to the relevant office enabling the official in
charge of the track and trace register to update the “date received by Head Office column”
All applications are forwarded to the relevant Director of the Directorate where the type of application is to be processed.
The office copies is then filed by an identified official who is designated to perform the necessary updating of the file and liasion with the official in charge
of the track and trace register. In the case of small offices the task might be performed by a single official.
The format provides for an official of the directorate to attach a stamp and a signature before returning it to the relevant office
