OAS & the IADB
• The IADB is is the oldest mutual defence
cooperation organization in the world
• created in 1942 – part of the nascent InterAmerican security regime created in the context
of WWII with an organizational mandate on
preparations for collective defence
• The Board was established as an official
“entity” of the OAS in March 2006.

Mission of the IADB
• Provide the OAS (and its members
states) with advisory, technical and
educational services in areas of
defence and military affairs within the
hemisphere.
Charter of the Organization
of American States
• The OAS, in order to complete its regional obligations in
accordance with the UN Charter, has established the
following essential principles:
– Ensure Peace and Security within the Hemisphere
– Promote and consolidate representative democracies
respecting the principle of non-intervention.
– Conflict prevention and assurance of peaceful
resolution of conflict that may occur between member
states
– Demonstrate solidarity and organize collective action
in cases of aggression against a member state.

de asesoramiento técnico y consultivo con respecto
a:
– la acción integral contra minas;
– el manejo, aseguramiento y destrucción de arsenales de
armas;
– los estudios de doctrina y políticas de defensa nacional;
– los estudios y documentos sobre asuntos que sean de la
competencia de la JID;
– el desarrollo de medidas de transparencia y fomento de la
confianza y la seguridad;
– actividades de auxilio y asistencia humanitaria en casos
de desastre y los temas de búsqueda y rescate.

HADR and the IADB
IADB: HADR Activities
• In accordance with OAS General Assembly
Resolutions from San Salvador, the IADB has been
tasked to:
"draw up, taking into account existing
mechanisms and bodies at the multilateral,
regional, and sub-regional levels, a plan for
improving advice and guidance to the interAmerican system for bolstering hemispheric
capacity for response to disasters, where
appropriate"
IADB: HADR Activities
• IAW with the resolutions of the Conference of
Defense Ministers IX meeting in Bolivia:
The IADB is examining enhanced information
sharing and the concept for a hemispheric-level
military assistance collaboration cell in the
event of a major event that would necessitate
military HADR support operations.

Basic Premises
• Focus on Military Activities
• Take into account the existing Inter American system’s
organizations and mechanisms
• Take advantage of the lessons from recent international
experiences and exercises (e.g. Haití, Chile, Japan, IADB
HADR Exercise in March 2011)

hemispheric and regional organizations
• Respect the sovereignty of members states
• Maintain fundamental principle that the IADB has no
operational mandate

OAS RESOLUTION 2631
Support to the IADB
• OAS General Assembly in San Salvador passed
a resolution to support the activities of the IADB
including:
– To urge those member states of the Organization of
American States (OAS) that are not yet members of
the Inter-American Defense Board (IADB) to become
members; and
– To urge all OAS member states to continue promoting
the participation of at least one student per year from
their country in the advanced academic courses and
seminars offered by the Inter-American Defense
College (IADC)
