accountability processes, it has been more
powerful

tremendously from the network with other
sites, and the access to researchers

PI status and accountability has been a major
opening for PROMISE - and PROMISE has
served as a powerful response
 In other districts, the English-only testing, and
presence of sanctions and interventions is
creating a challenge to moving a PROMISE
model and approach forward

 The vision of biliteracy is still insufficiently clear,
unevenly embraced, and is not central for many
sites - although in some sites it has been what
has energized and inspired people
 Few schools or districts are using primary
language assessments to measure student
achievement for accountability - this has a
dampening effect on pursuing biliteracy
